The clock is ticking, though. By October 1, 2025, the commission must begin accepting applications for cultivators, manufacturers, transporters, and dispensaries. Right now, the program is operating under temporary emergency rules, short-term regulations that allow the program to function while permanent rules are still being written and reviewed. These emergency rules provide the basic legal framework for licensing and operations, but they are set to expire in late September unless extended. Without them, the program would be unable to move forward until permanent regulations are approved.

The plan is to publish updated regulations soon and start licensing in phases, with cultivation starting first. The next commission meeting is set for September 2, and more details are expected then.
